What is the difference between and art director and a Production Designer? If there was both on a film what would there responsiblities be?

According to IMDb, the Art D is seems more of a supervisory role http://www.imdb.com/Glossary/A#art_dir while the PD is the person responsible for all the design in the movie http://www.imdb.com/Glossary/P#prod_designer .
