Maybe this should be in science...? The Doctor regularly mentions that he's the last Timelord, the others having died in the war with the Daleks. BUT - if they were all capable of timetravel, surely he'd be running into them regularly - from when they were time travelling? In fact, given that they would travel in time for their lifetimes, and their parents and grandparents etc could do the same, surely the place should be choc-a-block with generations of timelords?

Whenever the Doctor has returned to Gallifrey before, it has always been in his own time stream, he has not visited there in his own past or future. Presumably other Time Lords would also have returned during their own time steam as well.
The Doctor has said that he can't feel any other Time Lords out there. The Master only escaped Time Lord detection by becoming human ( very handy ).
As you point out, this wouldn't stop the Doctor meeting a fellow Time Lord in the past, but that is the problem when a writer comes up with what he thinks is a knock-out idea.
