ITV3+1 cancelling programs

Does anyone know what's going on with ITV3+ lately where they put a caption on screen stating that they're unable to broadcast the previous hour's ITV3 programme for legal reasons?
I've seen the caption before as have many of my friend's but the one I saw at 1222 should have been a repeat showing of a "Two Ronnies" episode for God's sake. I'm hard pressed to think of something more innocuous.

They may be allowed to show something on one channel, but even though the other channel is just a delayed repeat of the original showing, it would constitute a secondary showing, and if they don't have the rights to do that, then they can't show it.
BTW, is there an ITV3+1? - there isn't on freeview, only 2 and 2+1.
