Do you mean UKTV (as in the multi-channel broadcaster) or UK television generally? UKTV do not offer that service yet.

You cant access bbc or itv tv from aboard. i live in turkey and miss british tv terribly

Well, you aint missing much!

But try those sites for some catch up programmes.

I get it via sky whilst in Spain and the Canaries. Not cheap.

I pay 50tl per month and only get bbc prime and bbc world news which are both crap. There is only so many times I can watch 1980's and 1990 repeats. Casultiy 1985, charlie has an afro! I need web access

Try via Satellite it may be your only option. BBC iplaer is only intended to be for UK residents (paying for it via the licence fee)
