What do they mean................

...............on TV when they describe a programme as
"All New"? If it's new, then it's new. But All New?

Some programmes are classed as new when they first appear on BBC1 or BBC2 - but they have already been shown on BBC3 or BBC4, for example.

I think 'all new' means never before shown on ANY tv channel, not just new to that channel.
Also, with things like you've been framed, it means the clips you see are being shown for the first time, as oppossed to some shows which might be padded with clips aired before.
can also mean that the format has changed and that there are new features as well
