It's a method of using old ideas under new names and claiming a large bonus for doing it. A bit like Robbie Williams records, really.

It's a corporate buzz-phrase. Change is the only thing that's constant - so therefore it's a nice little earner for management training businesses, and so it's in their best interests to make 'change management techniques' courses seem essential. For senior management, it's a way of saying to their lower employees: 'we'll screw you around as much as we like - so you better be prepared to deal with it'.
