Obscure children's programme

Can anyone remember this kids' drama series from a few years ago? The only scene I actually recall was a man dressed as a biker giving an old man a bar of soap and telling him to wash his hands with it. When he did so, the soap split in half to reveal a tiny scroll inside. I'm pretty sure there was a number in the title.
