I believe it was a Comedy Show in the 60's called Bootsie and Snudge, which starre Alfie Bass and Bill Fraser. Tup tup was a character's name, but I cannot recall the Actor. He would repeatedly call out "tup tup" to drown out whatever someone was saying, if he disagreed.
