Fined �150,000. Who? The Beeb or Joe Public ?

Ofcom has fined the BBC �150,000 over the Brand / Ross "gaffe". But won't this fine be shouldered in reality by BBC licence payers? Therefore, who has really been punished and will it have a knock-on effect , i.e. increase in licence fee?

Ross was 'fined' �1.4m by the Beeb so I guess that covers this fine.
