I suspect that the actor you are talking about is Lenny Henry. IMDB lists the film:

It was made by Guerilla Films, and they have tried to get the rights to release the film for distribution, but as it was made for TV, the right have been difficult to obtain.
If you ring them, on + 44 (0)20 8758 1716, they might be able to tell you who to hassle to get the rights freed up.
