I think directors have the right to keep them for sentimental reasons if nothing else. I'm a TV and Film student and it's nice to look back and laugh at things that went wrong during filming. It's a good way to bring the cast and crew together and wrap up the project.
As for the main point of the question, they put bloobers at the end of theatrical cuts or on DVDs because the majority of people like to see them. Why? Well probably because they often show famous people messing up. This hunger that our society seems to have for seeing what is basically the real, human side of celebrities, is what drives a huge chunk of the media.
There are a lot of rubbish blooper mills - the same old thing again and again - but there are a few gems. My favourites are those done by Pixar. I suppose these may not be counted with the rest because they're fabricated - not really out-takes but replications of them, but they are very good.
