They are'nt really based on real-life characters, but they did evolve from the impession of Lou Reed and Andy Warhol that the pair did a while back.

Also, Andy (looks wise) evolved from the 'Peanut seller' routine Matt Lucas did on 'Shooting Stars' once

I did hear somewhere that Andy's look is based on Mel Smith. Yeh I know.

he does say that too. I think they talk about this when you press the red button after lb has been on.
