if you havent seen it and just want to know what the twist is. It's simply that the film is set in the present day and the village was set up by a support group who wanted to reject the horror of modern life. The monsters in the forest were really the elders dressed up to stop the others leaving the village to discover the fact.
LOOK AWAY IF YOU DONT WANT TO KNOW THE ENDING............
The elders all met at berevement councilling (proly in the 1970' judging by the clothes in the pic) after they all lost someone they love. The main elder (John Hurt) was a professor (son of a very rich man called Wlker) who wanted to try and experiment so he led them all off to set up a community based on old-fashioned values, zero crime and suchlike made the children think they were living circa 1900. To stop ppl leaving they dressed as those dodgy looking creatures and made up tales of death. At the end she climbs the wall to find they are living in a 'Wildlife Sanctuary' which, as you can see by the name on the Landrover, is owned by a company called Walker. They are actually living on a designated piece of land owned by John Hurts (characters) father. This is all pretty clear in the last 10 mins or so at the end of the film.
