If it is an American program, then it is subtitled for the American audience. The Scots accent is something Americans do not hear very often. Just because you find it easy to understand does not mean everyone can.If you were to watch a British-made program about residents of the deep South,chances are it will be sub-titled for the British audience.
I have lived in different parts of the UK and each time, I have found that I have to adapt both my comprehension and my own language to fit in and understand local dialect (and long may they continue). They often subtitle programmes which I can fully understand - although I must admit to being stumped by some trawlermen in Peterhead, I could not understand them at all - and that was subtitled, so I wasn't alone.
