Anyone remember a TV series possibly made by Thames which had police corruption as one of its central themes with I think the IRA thrown into the mix as well. I seem to remember it finished with one of the bad guys coming to a sticky end going down a building site lift shaft. I thought the series was going to be "Out" with Tom bell but it isn't.

The Runway ?
Sorry typo, I meant 'The Runaway'.
Sorry catsrcool. Ignore previous answer, [that was set in the 60's and 70's,
not made in the 70's. I now think I may have found it . 'Special Branch' was
made between 1969 and 1974 and dealt with anti espionage and anti terrorism
and was a department of The London Metropolitan Police. I hope this is what
you are looking for. Sorry I am unable to do links.
Special Branch starred George Sewell and Patrick Mower, is that any help?
Could it be Target, starring Patrick Mower?
Target was BBC

No none of the answers are right. Might have been a BBC aka the Broken Biscuit Company production. The themes outlined in the original question are right. If memory serves the police fabricated and planted evidence to wrongly convict somebody.
