Programme on car insurance cheats.

I saw a programme on ITV late last night on car insurance cheats, The Manchester Police were impounding the car`s of the cheats and crushing them!
Well the first bloke they caught was white, he admitted to driving without insurance while on film and his car was taken away.
The second fella was Asian he also admitted to having no insurance but whilst being filmed his face was pixelated along with his car number plate, WHY?
Surely if the both commited a crime why was ones face on full show and the other not?

Insurance and MOT are compulsory to Tax Vehicles over 3 years old. Nobody even mentioned this.!! I also thought you got 7 days to produce documents as no one in their right mind leaves that sort of stuff in their car. The 1st. young girl nearly had her car impounded until she got her sister to bring Certificate of Insurance.
On a lot of occasions, if the case hasn't been solved, the defendants details cannot be released. I've watched these programmes before where faces are pixelated & often enough the names are bleeped out too.
