The Eurovision network covers countries well outside the European mainland, which is why countries like Israel can enter. As long as a country receives signals and broadcasts from the Eurovision network, they can watch, and enter the show.

The point johnny is making is that one of the "benefits" of being a country that puts in a lot of money is that we get automatic entry into Saturdays final.
Other countries have to fight it out in 2 semi-finals, one was last night (Tuesday), the next is tomorrow night (Thursday).
Johnny is asking how much we pay for the "privilage"

I found this,
From 2000 onwards, four particular countries would always qualify for the Eurovision final, regardless of their positions on the scoreboard in previous Contests.[32] They earned this special status by being the four biggest financial contributors to the EBU (without which the production of the Eurovision Song Contest would not be possible). These countries are Germany, France, Spain and the United Kingdom. Due to their "untouchable" status in the Contest, these countries became known as the "Big Four".
Although it doesn't state how much we give!!!
