A few question about sylar(gabriel gray)from heroes

when mohinder suresh father takes him in for testing if he has a ability and the test say he dosent how come the test showed no sign of powers when he had the ability to see how things work

and how does he obtain other peoples abilitys? i mean what doe he do with the brain

they never tell you what he oes with the brain, but it is sort of implied that he eats them
