if your car is on hpi and the engine locks and is basically nakered whos resonible for it get fixed if its out of warrenty but cars only done 20,000 miles

Its similar to having a house on a mortgage and something goes wrong - it's the owners responsibility - you wouldnt go to the building society and ask them !
However if it's a common fault you can get some of the cost if not all back from the manufacturer if it's only done as little miles as you say. If it's negligence i.e. you haven't put oil in it - you've no chance but if it's something like the Turbo on a Renault Laguna - the manufacturer can get involved and pay costs of parts and labour (if a dealer carried out the work) It's worth having a look at.
