Problems with starting-wet weather

I own a VW Polo 2000. In damp weather it starts but the engine takes a long time to settle down. After moving off and accelerating the engine often seems not have enough power and it feels like a 'blockage ' but then recovers as you drive on and once the engine is warm it seems to be ok. This is particulary noticeable in wet weather. Any suggestions

Sounds like you may need a new set of HT leads (plug leads) if it runs Ok when it warms up is it difficult to start when cold and damp?
