dont know about the clio but the pump on most cars is located in the washer bottle so there is no need to take off the wiper blades
easy one this one, they sort of sieze into place , just push/ pull/wiggle on the wiper towards the windscreen and it will loosen off , failing that if you are not confident go to a windscreen fitting centre and they will remove it for you for free I am sure .....
sometimes the little gauze on the rubber seal that the pump sits in clogs up with gunge and restricts the pump from working maybe worth a go trying this before you replace the pump itself.
Like matt1e says, the pump is usually located in or on the side of the washer bottle. If it's the pump, and not a blocked hose or nozzle. Either way, you don't need to mess with the blades.
Any noise from the pump when you activate it?

If not, check for a blown fuse. If so I suspect a blockage by the gunge that David mentions. It happens regularly on my Astra, and blowing out the filter is easy.

No idea about a Clio, but I very much doubt if you need to take wipers off. On the Astra you just grab the pump and lift it off the rubber flter.
