Volkswagen Passat, Turbo diesel, year 2000

My passat has developed a fault in that when the engine is under pressure, i. when accelerating up hill or labouring, it loses powere and will not accelerate. I have fitted a new air flow meter which hasnt helped. Anybody with any ideas please.
