ford focus windscreen wash wont work help!!!!

cant get wash to work. i have got in bits at the mo. put a new motor on but still nothing working. have tried putting volt meter on. when i press the stalk as to wash there is 25v which i asume is correct, but why the motor is not working?? pipes are un blocked and also the filter. can any one offer advice??? thank you
