Smart Car reclassifciation on Co2

We have a Smart car that is 9 years old. All other Smart cars pay £35 annual road fund we however pay £110! We have spoken to the DVLA and they are adamant that we cannot get the car reclassified as although they accept it is a Smart because of its age they cannot change the classification. Has anyone had a similar problem or been able to change the classification of their vehicle as this seems massively unfair. Any help or advice appreciated

Probably because it was registered prior March 2001. We have contacted the manufacturers and they confirm that the emissions have not changed from when we first had our car to the new Smarts!
