Iv changed the fuse, i phoned garage and he said it would cost around £250 because its common in the Astras and it something to do with the link in the steering wheel. Where is the horn located in the engine because when i press the horn i can hear the relay switch still which indicates to me theres nothing wrong with the connection.

Most of the time it is caused by the wires that connect to the horn, just take the connecters off and on a few times to clean them.
failing that, grab a piece of wire and connect directly to the horn + terminal from the battery +, but plug your ears first ! This will isolate whether the horn itself is faulty or the wiring/horn button that feeds it.
Even if it is the button at fault, £250 sounds like a stealer-dealer price. Try a local garage.
If yoy take off the Horn connecting wires put on a Feed Tester this will tell you if the horn itself is faulty.if you can get at the horn, tap it a few times, this at times works the Sht loose.

cheers guys... but wheres the horn located lol
I think it's down under the passenger side front, just by the bottom of the belts and pulleys - be sure the engine is stopped when you look.
