accident in supermarket car park

Was wondering if someone could please help.
Earlier on this evening, my sister was reversing her car into a parking space, when she bumped into another car.
She isnt disputing the fact she was in the wrong, the only damage was a cracked number plate,() which both parties agreed this was the only damage, on the other car, which she offered to pay for.
Anyway, she really couldnt have picked a worse person to crash into! at first the other lady accepted the money for the number plate, then declined it saying it was a matter of principal! ( was a very rude lady with a real chip on her shoulder). If i told you that they offered to fight us over it whilst 1: we are adults why would we want to?! And 2: we both had young children in the car.
A member of the public came over ( a driver by trade) who actually said the accident was both their faults, but the other lady refused to accept this and drove off, not leaving any contact or insurance details.
My sister has the reg of the other car, and also the member of the publics contact details incase they were needed.
Obviously we arent going to chase this matter , but my sister is now worried, as the other car had some small dents on the front which werent caused by this accident, that the other lady will try and make a claim through her insurance for these, although she didnt take my sisters details or even car reg.
Can anyone tell me, if the other lady now tries to dipsute what has happened, is she able to take this any further? ie go to the supermarket and ask for cctv etc, or try at a later date to contact her insurance company and try to claim for damages which never happened?
Any help would be greatly appreciated
