My car was clipped by another. The driver under-experienced is a minor with no license, the owner is a brother of the passenger who is also a minor. The parents deny responsibility. $1700.00 of damage done is this worth a small claims case?

The fact that licence is spelt the American way and the damage is in dollars suggests that Barr is American so the MIB link will be of no use.
