Think it may be the Skoda Felicia, as think that was quoted with economy figures of about 79.5 mpg, and do not think any car can beat those figures. Electric cars may be more economical, but they only have a range of about 50 miles, so as previously said only good for city use.

i can get about 60 mpg from my citroen C1 if i drive very carefully. If i drive normally its more like 50mpg

Can't say for sure if it's available in Europe but in the states they have something called the ebox, perfect for urban driving.
