how to finde the owner of a car involvd in a hit an run

As previous answers, but If it involves yourself & the area also if you had seen the hit & run vehicle, are there CC TVs about? Garages with CCTV, Overhead CC TVs, if it was a Delivery Truck / van, ask at the stores / shops, if the hit & run was anywhere near. the colour of the Vehicle etc.

go to the police have you got its reg if not i dont hold out mutch hope

You can contact the DVLA in cases like this, for a fee, they will give you the details of the registered keeper.
They will only give these details out to bona-fide enquiries, so you will need to prove you have contacted the police and that they are not going to persue it.
