a friend in work has a full car driving licence but at present does not have a car , and considering buying a moped ( 50cc) what he wants to know is can he drive a moped on his car licence and does he have to display " L" plates on the moped and can he carry a passenger ? i can't answer him as rules have change so much over the last few years. thanks for any answers.

Depends on when he passed his test (though he can't carry passengers regardless)

Chuck. If the car test was passed before Feb 2001 why can you not carry a passenger on your moped? As I understand it you are fully qualified for a moped ( including carrying a passenger) if you passed your car test before this date.
Further to the above, rule 83 of the Highway Code:

On all journeys, the rider and pillion passenger on a motorcycle, scooter or moped MUST wear a protective helmet.

Surely this is saying you CAN carry a pillion passenger on a moped if you have passed your test.
