Yes, though some smaller village type ones may not do them (though my village PO does).

I recently took possession of my present car (April 3rd) posted change of ownership to DVLA Swansea on April 4th, so far no reply, meanwhile road fund licence due for renewal May 1st, phoned DVLA & told I can only apply to local DVLA office in person with balance of log book in my possession.Ron.

Yes, you can. Take your log book in with you instead (as well as your certificate of insurance and MOT). I work in the PO, BTW.
