No Waiting cones on Double Yellow Lines

Someone has posted on our local website that they contradict each other, so it means nothing. Is this correct?

Presume it means "No Parking" at all,as Blue Badge Holders can park for 3 hours on Double Yellow Lines.

I think you're allowed to unload on double yellows as long as you don't cause an obstruction.

You may wait on DYL as long as you dont get out of your car Ie to let sombody out or pick them up . No waiting means you can not stop for even the shortest lenth of time.

People assume that double yellow lines means no waiting, 24/7. This is true in a lot of cases but many roads have double yellow lines and the signs state 'no waiting at any time between April 1 and October 1, for example. Holiday resorts frequently have this sort of sign.
So if a cone if placed on double yellow lines during November, in my example, it is doing something the lines don't.
This only applies to police and council cones, not those cones anyone can buy from Motor World.

Dustypus, not true. That is why the offence is 'no waiting' - it means no waiting. You can stop to drop off or pick up passengers, but not wait for your passenger to arrive.
