Yep, legal. Need to be fitted if there is somewhere to mount them.ie. no brackets no mudguards.

It is a Non-endorsable offence to have no mudgaurds, the vehicle would also fail the MOT without them.

ok I got the legal bit wrong. It is a non endorsable offence but mudguards aren't covered by the mot so it wouldn't fail.

Wrong again sigma !

During the MOT the bodywork is inspected, if any sharp edges are found on the bodywork it will fail ! If you have a wing missing ( that is what you are calling a mudguard) then it would fail the mot because there will be sharp edges galore!
