cannot re register my car

I have recently moved country from Germany to England ( as I am in the army)
My car was registered in Germany well I was there but since I have been back in England I have lost my licence and having trouble registering the car in the UK.
I called the DVLA and they said only the name driver can re register the car but has to have a licence and I dont so I dont no what to do to re register my car to get my log book back

This might be obvious but can't you just get a replacement licence?
As in disqualified?

When you say 'lost my licence' are you disqualified from driving, or have you lost it as in mislaid it ?

The process of registering a vehicle in the UK does seem rather over complicated. I have likened it to eye surgery. So much so that on my return to the UK I have kept my foreign plates. I leave the UK in my Irish registered Opel often enough for this to be legal.
