With all this concern about changing cam belts am I correct in saying that the cam belt should be changed as part of a kit and not just as an isololated item ? Perhaps more knowledgeable ( and much appreciated ) buffs can advise.

typically, no. one or two small components may be changed due to manufacturers reccomendations or modifications (not that they ever get it wrong first time). the best practice is whilst doing the job, watch out for anything which may cause the belt to be damaged, or which is likely to cause problems in the future.
Some cam belts require the tensioner and other components to be changed, consult your Haynes.
