Is it possible to buy a car in the UK and be able to tax and insure it on a licence issued in another EC state ?

you don't need a license at all to tax a car.
And you can insure anything if you're prepared to pay enough. So yes, you will be able to insure it, it may raise the premium though.

You can also drive the vehicle on an full driving licence issued in another EU country (provided you meet the UK's age requirement for the class of vehicle) but you must exchange the licence for a UK one if you are resident for more than three years. See this:

Do you need to exchange the licence after three years? Looking at the link you provided the statement:-
"you can drive in Great Britain (GB) on your full, valid driving licence from an EC/EEA country, until you are 70, or for three years after becoming a resident, whichever is the longer period".
I am not sure how to read it. Does it not mean you can drive until you are 70 on an EC Driving Licence?
