mechanic's/technician's diagnose the problem, and a fitter is instructed what to do/fit....

Mechanic : Some one who can actually work out whats wrong, decide that by cleaning it up with a bit of emery paper it will work for another year or two, puts it back together and asks for a tenner.

Fitter: Plugs in computer, which tells him which part to change (normally about £300) and charges you £80/hour for his 'expertise'!

In relation to vehicles I see them as the same thing - a craftsman who has undergone some form of formal apprenticeship.
