Change of address on driving licence.

My new neighbour has a driving licence that has old points on it. He has moved near me and will send his licence off for the new address to be put on. As it is now effectively a 'clean' licence, will they charge him for returning a clean licence with a new address of change the address and send him the new licence back still showing dead points.
The point being change of addy is free but points clear out is not??

Anyone know. Not answered on line and ringing them is just impossible.

Expired endorsements are automatically removed when you apply to renew or update your licence for reasons such as change of name or address.

It will come back still showing the points and he will need to send it again with the appropriate fee to have the spent points removed.
Now I sent mine off for change of address with dead points and it came back clean at no cost.
I changed my address and sent it off and it came back without the expired points. I didn't get charged.

Hiya,

I changed my dad's address on his driving licence (the old papaer one) and he had points on his (expired) and when he got it back he got a new card licence and the points removed, free of charge.
