Am i right in thinking that only the police and the council can issue legitimate parking tickets.? Thanks in advance

Correct.
Private car park operators issue unenforceable invoices.

No doubt someone will come along and argue I am wrong; they usually do. But ignore them.

My husband got a Parking charge notice last year. We didn't pay it and have never heard anything since. A Penalty charge notice has to be paid though.

Police and council issue PCN = Penalty Charge Notice.

Private car park operators issue PCN = Parking Charge Notice.

Private car park operators can NOT impose fines.
Careful - I think the law has changed recently making it harder to dodge private operator's fines.
Hopkirk. On 1st October 2012 there was a change in the law re pricate car park operators. It now allows them to pursue the registered keeper rather than the driver of the vehicle. Also clamping on private car parks became illegal on the same date.

Also private operators cannot impose fines or penalties.

Good answers they can however sue you in court whether they will bother is another thing
