At one time when double yellows were removed or obscured the courts upheld their existance. However, now, sense had prevailed and if they ain't there, they can't be enforced. However, again, the police CAN and SHOULD enforce the obstruction and parking in dangerous position laws. So if cars are a hazard simply report them.
