Clip croc clip to a bit of clean metal atatched to the bodywork and use probe on centre contact where bulb goes, while brakes are pressed, careful not to touch metal sides or you'll blow a fuse, if it lights up then it's an earth fault, dont think it will be though so trace path of power acrott the lamp holder to the plug connector and use same probe in connector to see if it lights up, if not then i'd say there is a fault in the loom and i'd run a 5a wire from the other working brake light to the non working one to sort the problem.
