Yes you should until you've been treated. My other half suffers from this and has to have a machine at night, otherwise he would stop breathing.
He didn't believe it when I told him he was nodding off until he done it at work.

Everything appears normal, when program is set (dial controlled) all sounds come from the dishwasher so it appears to be working but it doesn't run the program, dial stays still (it should rotate to whatever part of cycle it is on). Any ideas?

yes you do have to inform the DVLA, you should restrict your driving ( have someone with you) until the hospital says you are ok and responding to treatment. Once that happens you inform the DVLA.
You do not have to surrender your licence.
Mine was diagnosed and treated within 4 weeks, so no real hardship.
