How about:

Abolition of buses and milk floats

Abolition of right turns

Abolition of pedestrian-operated traffic lights

Failure to indicate at roundabouts an offence

Touching the brake pedal without actually slowing down an offence

Failure to pull away at green traffic lights in under 3 seconds an offence

Hmm abolition of buses to ease congestion - I think I've heard it all now.

I wonder how many extra cars that would put on the roads?

I have a newsflash for you - congestion is caused by too many cars on the road not failure to race away at traffic lights

Abolish cars, except for the disabled driver and put everybody else on a Motorcycle/Scooter.

[1] what's a milk float?
[2]  What does "indicate" mean?
[3] why wait 3 seconds when a blast of the horn will wake the b*****d up?
I like the one about abolishing right turns - I wouldn't be able to get to work then!
You forgot farmers on tractors and labourers on JCBs to be taken out and flogged!
You also forgot tailgating on motorways etc and the ripple effect it causes when some bloke at the front touches his brakers, and the poor devils 3 miles back get to park for 5 minutes. Although, your Rule 5 might eliminate that one. Leave milk floats alone. We've just started having our milk delivered again, after squiggly years of buying from the Robber Barons at Tesco et al. It's cheaper, fresher, and much less packaging waste. Ban JCB's and HGV's from certain other countries instead.
