You probably have a chort circuit on the rear light circuit board. Sometimes this can be cleaned by habd or you may have to buy another one. They are quite easy to replace. Buy or borrow a Haynes manual
What's a HABD ?!  I meant HAND.  Sorry.
This happened to me and the police pulled me up to tell me about it, turned out is was an electrical fault, cost me 30 quid to fix but that's cos I know nowt about cars, electrics or anything else with wheels, electrics or engines, or tyres as it turns out cos one was worn down and the nice policeman told me to sort it asap.

you dont say what car it is.

If its an old ford, then this problem seems to be common.

On my old escort, I cleaned the aluminium tracks in the light backing plate, which solved the problem for a little while.

After a few months, the problem recurred and I resorted to 'short curcuiting' the tracks by running short lenghts of wire from each connector to theend of the bulb. (not as complicated as it sounds, just follow the tracks)

Same as Sistar, my Escort had the same problem, would take out the light casing every few weeks and give it a good going over with a wire brush - this did the trick, eventually got a new casing from the scrapyard and the problem went away.
Definitely a notorious Ford problem - you rarely see an ol;der Escort these days with both brake lights working (and I stil have one :-)
