In A City Centre Street There's A 'no Entry' Sign And Under It A Sign Saying 'except Access'...

Taxi drivers are reluctant to go into it yet in the same street there's an area where drivers can collect their shopping from a nearby M&S.
Is dropping, or picking up passengers, good enough reason for drivers to be in the street?

The sign's white with a red rim and there is image of a car and a motorbike on the central part. That is a no entry sign?

This sign usually reads 'No entry,access only' which allows drivers to deliver and others to visit said properties.

Perhaps taxi drivers are concerned that they will be spotted on ANPR and will be considered to be using the route as a rat run.

That's a 'cars and motorbikes prohibited' sign. All other vehicles can use the road.

i think it means no entry unless you live or are visiting someone on that street

not sure how that works with M&S, i assume deliveries are made somewhere

It's the same as the Road Closed sign we discussed a few days back "Road Closed except for Access" - i.e. "No Through Road"

Ummm, you could read the signs as saying: You can't come in unless you need to come in. It doesn't seem altogether logical.
