Loading/unloading would have to be seen to be continous (if they watch you car for 5 minutes and see no activity its likely that you'll get booked),
Also its got to be something that you are stopping to specifically collect so you wouldn't be able for example go shopping and claim that you were loading goods (though i'd say you'd be ok with a preorded item).

A goods vehicle is 'a motor vehicle constructed or adapted for the carriage of goods.' Three types, small, medium and large. You do not have to be using said 'goods vehicle' under these circumstances as for example a Volvo estate with the seats down will accommodate an antique table - they are goods but the Volvo is not a 'goods vehicle' - it was constructed for the carriage of people.
Never assume because your actions are truthful that the wardens don't view your vehicle only during your staircase time! Leave a scout with the vehicle.
