i have a new 1.6 engine in my rover, a new cat, and i cant get the emissions down.

Sorry if I'm stating the obvious but have you done a full service? Plugs, oil, filters, coolant etc... Can make quite a difference. Might be worth getting the ECU plugged in at a garage to see if any of the management sensors are faulty, could lead to over fuelling etc.

I'm with Waggers on this one.

My 416SI failed the MOT on emissions. I had a new cat fitted and it failed again on emissions. I then took it to a garage and asked the guy to give it a service as described by waggers, and although the ECU diagnostic showed no anomolies, when it was MOT tested a third time it passed. Not sure if this would relate to your situation because of the new engine thing, (new plugs, oil, filter, coolant, etc), but might be worth a try.
