Would a broken bumper-mounted headlamp washer constitute an MOT failure ?

"Vehicles equipped with High Intensity Discharge (HID) or LED dipped beam headlamps may be fitted with headlamp washers and a suspension or headlamp self levelling system. Where such systems are fitted, they must work".

What's the problem with the headlight washer, derekpara ? ie broken off the bumper or just not working.

Broken off the bumper and completely U/S. Pump works OK, tho.
