M6 Manchester and M5 Worcester 50mph average speed areas. Why do some people continue to drive at below the 50mph in the middle lanes blocking the outside lane. keeping pace with the trucks in the slow " granny lane" holding people up who don't mind going a bit faster YOU CAN GO 54 YOU CRETTINS without getting a ticket. Rant Over

I think you'll find the +10% +2 is an urban myth invented by someone who got away with it. I know some Forces have accepted it but not all. If a Force is low on funds you'd better not go there until they are back in the black.
It's certainly not an urban myth, stocksman. This guidance from the CPS explains:

But you will note the caveat that officers can operate outside these guidelines, hence my earlier warning.

Yes BB it does pi** me off If they want to drive at 48 why don't they pull in behind a truck going 48. If you manage to get passed these people, and are clear of the ASCE. Who sails passed you doing. 80+ the cretin who was holding you up. So the "what if I get a speeding ticket" falls flat.

10 miles at 48mph takes 12.5 mins.

I'm confused as to why someone would want to rush through narrow lane roadworks. Or get irate over not being able to.

The immorality of authorities using surveillance cameras to monitor normal citizens aside; the only irritating consequence of these average speed things is the fact that previously authorities would have the consideration of keeping roadworks and lane blocks to a small stretch at a time and move them as needed. Now they just don't care, "Blow the motorist, they're unimportant", and just put their bollards up for miles and miles' since it isn't the authorities who have to endure the result.
What about all the people who stay in the middle lane when the inside lane is clear? Is there something embarrassing about being seen driving in the "granny lane"?
Clover, the inner lane is where all the bits of tyre puncturing debris end up, as well a lumps of rubber off lorry tyres.

Anyway, I have a new car and the speedometer isn't easy to see if my speed is 48 or 50.

Just learnt yesterday from some former Thames Valley Police colleagues that TVP have zero tolerance now on speed offences.!!! I can't swear to it but I believe the same applies in North Wales or used to.
My FIL got a ticket for doing 32 in a 30 so I would never trust the 10% rule.

Sorry to shout but IT'S NOT A RULE :-)

It is guidance issued to police officers and camera partnerships. It is not guidance to motorists and certainly not a rule. The limit is the limit. If you are prosecuted for 1mph over that is justified. If you are not you are fortunate.
Okay...I'll reword it. I would not listen to someone who said there was a 10% rule.
I often wonder if people who claim they were booked for being only just over the limit were actually driving a fair bit over until they saw the police and then slowed down quickly. The police might only have been able to record them doing just over the limit but "knew" they had been going much faster so deserved a booking but could only report them for the recorded speed.
