Tax rates are based upon CO2 emissions. To qualify for a £30 annual payment a vehicle would have to fall into Band C for emissions:

However Kia's website states that their diesel Venga models fall into Band G. (£160 for the first year. £140 per year thereafter).

There is a £30 rate, it is the 2nd lowest so it is fair to say it's cheap
